This is the battle strategy and motto of Japanese feudal lord Takeda Shingen (1521–1573 A.D.). This came from the Art of War by Chinese strategist and tactician Sun Tzu (Sunzi).
You can think of this as a sort of abbreviation to remind officers and troops how to conduct battle.
This is literally a word list: Wind, Forest, Fire, Mountain.
The more expanded meaning is supposed to be...
"Swift as wind, quiet as forest, fierce as fire, and immovable as a mountain"
"As fast as the wind, as quiet as the forest, as daring as fire, and immovable as the mountain"

This is economy Japanese calligraphy by Japanese calligrapher whose pen name is Kougetsu. Kougetsu is a high-quality calligrapher from Japan, offering her work at a bargain price. You would easily pay $230 or more for the same quality of Japanese calligraphy and wall scroll mounting if purchased in Japan. Famous calligrapher's often demand $2500 or more, without a perceived increase in quality.
Therefore, this very nice, authentic Japanese calligraphy wall scroll is a true bargain, and allows you to get "Japanese quality" at a very discounted price.

Gary's random little things about China:
If you order Peking Roast Duck, you should do so only in Beijing, China (anywhere else, it's just not the same).
A hot tip: Always ask how long it will take before the duck is served.
If they tell you any timeframe less than 30 minutes, change your mind and order the Kung Pao Chicken (Gong Bao Ji Ding) instead.
The reason: If they can serve Beijing Roast Duck in less than 30 minutes, that means you are getting "pre-cooked" duck.
If you have to "duck the duck", next time look for a restaurant with ducks hanging over an open wood fire.
