This is the roughly translated title of the painting. The Chinese title is "Jian Nan Yan Yu".

To break it down...
Jiang Nan = Southern China (literally "Rivers South", as Southern China is full of rivers, this is a nickname for the region).
Chun = Spring (season)
Yu = Rain

If you have ever visited the Three Gorges along the Yangtze River, this scene might seem very familiar to you.

This was painted by 樂然 (Le Ran) who is obviously a talented artist. The artist's signature is very stylized, and I couldn't read it, so I asked the artist what simplified Chinese characters corresponded with the pronunciation this surname - those are the characters that you see at the beginning of this paragraph.

This is painted on special xuan paper (rice paper) and mounted with a traditional silk brocade matting/border. Painted with special Chinese black ink and watercolor.
