清 Clarity
風 Wind
萬 10,000
卷 Rolls, Books, Scrolls

I spent an hour trying to reference this as a known Chinese proverb. But I could not come up with much.

This translates a few ways (you can exchange the words, and come up with more combinations)...

Cool Breeze 10,000 Scrolls
Pure Wind 10,000 Books
Clear Breeze 10,000 Rolls

It's probably a poetic reference to the feeling of a cool breeze, presenting the perfect/comfortable opportunity to read many books. In Ancient Chinese, books were really rolls of bamboo slips. So the last character literally means rolls or scrolls, but in modern times (and modern book binding techniques) we'd call these books.
