This is your character in printed Kaishu:
祝

Yours looks more like a Lishu style:
祝

Meanings...

Chinese: to wish; to express good wishes; to pray; (old) wizard; surname Zhu.

Japanese: (out-dated or obsolete kana usage) congratulation; congratulations; celebration; festival; congratulatory gift; (1) (polite language) (obscure) generic title for a member of the Shinto priesthood; (2) Shinto priest of lower rank than kannushi and negi; congratulation; congratulations; celebration; festival; congratulatory gift; Yoshi (surname)

Buddhism: To invoke, either to bless or curse.

-Gary.
